An award party for Gotham City's Man of the Year, Bruce Wayne, quickly descends into chaos when the Joker crashes the scene with a full gallery of rogues at his side. With help from the Riddler, Harley Quinn, the Penguin, Two-Face, Bane and Catwoman, the Joker steals the award, along with money and gems. But Batman and Robin capture them all. Meanwhile, trailing in his run for president, Lex Luthor breaks the Joker out of jail to produce a gas that will make voters love Luthor. The Joker also knows how to produce Kryptonite. In return, Luthor gives the Joker a device that can defeat Batman by dismantling all his gadgets and vehicles.
