Whitney's Miltank, appearing in Pokémon Gold, Silver, Crystal and their remakes, all developed and published by Nintendo and Game Freak, is one of the most RAGE provocating enemies ever. Her Miltank can easily provoke a lot of RAGE. First off, it has a very strong 490 Base Stat Total, which is stronger than all middle-staged starters. If the player has any male Pokémon (which will be most likely because the player's starter has a 87.5% of being male), it will DEFINITELY use Attract on them. TH
